The Packaging and Packaging Waste Regulation (PPWR)
The PPWR (Regulation EU 2025/40) is the EU’s binding regulation establishing harmonised rules for packaging and packaging waste to promote recyclability, reuse, and a circular economy.
We would like to provide you with insight onto our progress with regards to the PPWR and how we will continue to support our business partners for compliance.
What is in scope?
The PPWR applies to all packaging placed on the EU market, regardless of the material used or the industry and include:
- Primary packaging – packaging that directly contains the product (e.g., bottles, trays, pouches, cartons).
- Secondary packaging – packaging used to group products together (e.g., multipacks, shrink wrap, display boxes or envelops for products or catalogues).
- Transport packaging – packaging used for handling and transport (e.g., pallets, stretch film, transport boxes).
- Packaging made from any material, including:
- Plastic
- Paper and cardboard
- Glass
- Metal
- Wood
- Composite and multi-material packaging
- Packaging for consumer, commercial, and industrial products.
- Empty packaging supplied to businesses for filling.
- Imported packaging, as products entering the EU market must also comply.
What is not in scope?
The PPWR generally does not regulate:- The product itself (only its packaging).
- Manufacturing processes unrelated to packaging.
- Non-packaging components that are integral parts of the product such as instruction manuals.
- Products sold outside the EU market (unless they are placed on the EU market).
- Communication documents such as envelops used for paper-based communication or empty envelops sold for private use.

Purpose
The PPWR sets requirements for decreasing the use of single-use packaging, sets a minimum requirement for the recycled content for the packaging as well as a push for more efficient packaging choices and methods and clear labelling.
Application date
The PPWR has entered into force on 11 of February 2025, with the first deadline for compliance on 12 of August 2026. For the following 10 years, in 2028, 2030 and 2035, there will be new standards that are expected to be fulfilled.
